20 : 04 : 24 : 124 . Workouts required for eligibility. Any horse which has not previously raced is not eligible for entry in a race until the horse has at least two workouts and at least one of the workouts has been timed by a disinterested person and the time has been reported to the racing secretary. A minimum of one of the workouts shall be from the starting gate in which at least one other horse is started at the same time.
