No jockey may use a whip:
- (1) On the head, flanks, or any other part of the horse's body except the shoulders or hindquarters unless necessary to control the horse;
- (2) During the post parade or after the finish of the race unless necessary to control the horse;
- (3) In a manner that causes welts or breaks the skin of the horse;
- (4) When the horse is clearly out of the race or has obtained its maximum placing;
- (5) Persistently, even if the horse is showing no response under the whip; or
- (6) To strike another horse or person.
