The whip may only be used for safety, correction, and encouragement of the horse. Each jockey shall consider the following when using the whip:

1. (1) Showing the horse the whip and giving the horse time to respond before hitting the horse;
2. (2) Having used the whip, giving the horse a chance to respond before using the whip again; and
3. (3) Using the whip in rhythm with the horse's stride.
