Permission to use or discontinue the use of a tongue tie must be secured from the stewards. Under no circumstances shall the material to be used as a tongue tie be furnished by anyone other than the trainer of the horse on which it is to be used. No employee of the association may tie the tongue or replace or repair a tongue tie.
