If an owner or trainer elects to remove a jockey from a mount after naming a rider at scratch time, the stewards shall require a double jockey fee to be paid if the named rider is available to ride in that race. The fee paid to the jockey who was removed from the mount is equal to that earned by the jockey who rode the horse.
