The owner of a South Dakota-bred horse shall register the horse with the commission by filing a breeder's certificate furnished by the commission. No money or other benefits derived from the South Dakota-bred racing fund shall be awarded to a horse which is not registered by close of business of the first racing day of the meeting at which the benefits are derived.
