The owner, trainer, groom, and any other person having charge, custody, or care of horses racing on a track in South Dakota shall protect the horses against the administration or attempted administration of a drug, narcotic, stimulant, depressant, or local anesthetic which, in the opinion of the stewards of the meeting or the commission, could affect the racing condition of a horse; and against the use of an electrical, mechanical, or other appliance which might affect a horse's speed in a race. Failure to protect a horse against these things may result in a penalty by the stewards and referral to the commission.
