The racing secretary shall receive all entries and declarations, and he or the horseman's bookkeeper shall receive all stakes; forfeits; fines; entrance money; fees, including jockey's fees; purchase money in claiming races; and all other money that can properly come into his possession as agent for the association for which he is acting.
