The handicapper, who may be the racing secretary, shall assign the weights to be carried by each horse in the handicap race. After the handicapper has assigned weights to each of the horses, the handicapper shall select the horses that will be eligible for the handicap race. The handicapper shall select the horses that have been assigned the greatest weight to be eligible for the handicap race. A handicap race shall have no more than eight horses.
