20:04:20 :32. Overweight in excess of two pounds. Each jockey shall be weighed in by the clerk of the scales at least 45 minutes before the time appointed for the race. The clerk shall have any overweight announced publicly. Failure by a jockey to comply with this rule shall be reported to the stewards.
