Racing associations shall furnish and maintain both a man ambulance and a suitable horse ambulance each day that their tracks are open for racing. The ambulance shall be equipped, ready for immediate duty, and placed at an entrance to the racing strip which is at no time obstructed by people, vehicles, or equipment.
