No horse may be destroyed on the grounds of an association during a licensed performance until it has been observed by the official veterinarian. The decision to destroy the horse must be made by the owner or trainer who must communicate the decision to the official veterinarian. The owner or trainer is responsible for destruction of the horse and all costs involved in the destruction.
