An official, owner, trainer or any person licensed by the commission who obtains food, shelter, drugs, transportation, veterinary services, or supplies for himself or others, whether they are licensees or not, and fails to pay the person or persons from whom the services or supplies are obtained is guilty of conduct detrimental to the best interests of racing and may be suspended at the discretion of the stewards or the commission. Neither the association nor the commission shall collect debts owed to another person by personnel licensed by the commission.
