Every person participating in and every patron of a licensed race meeting shall abide by the laws of South Dakota and rules of the commission and shall accept the steward's decisions on all questions to which the steward's authority extends, subject to the right of appeal to the commission. The giving of any instruction by a person that if obeyed may lead to a violation of the laws of South Dakota or the rules of the commission constitutes grounds for disciplinary action against the person who gave such instruction.
