The commission auditor shall report to the commission any failure of a licensed facility to comply with the provisions hereof or any violation of the law or any of the rules and regulations of the commission, which may come to the commission auditor's attention, including in the commission auditor's reports recommendations with respect to the discharge of any employee of the association for failure to comply with the rules and regulations of the commission or for fraud, dishonesty or incompetency.
