License fees shall be paid annually by the licensee as follows:

1. (1) The initial licensing fee shall be paid at the time the license agreement is signed. The initial licensing fee for marketers is $0; the initial licensing fee for producers is $100 effective October 1, 2005; the initial licensing fee for processors is $0;

2. (2) The fee for the annual renewal of the license agreement shall be paid at the time the license agreement is renewed. The annual fee for producers is $100. The annual fee for marketers and processors is $100.

   Nothing in this section creates any right or expectation of renewal.
