The commissioner may deny an application if the commissioner determines that issuing the license will put the integrity of any program at risk. In determining whether granting an application may put the integrity of any program at risk, the commissioner may consider the following:
- (1) Whether the applicant has the ability to comply with the applicable program requirements;
- (2) Whether the applicant is willing to comply with the applicable program requirements;
- (3) Whether the applicant has a criminal history;
- (4) Whether the applicant is subject to the jurisdiction of any program;
- (5) Whether the livestock to be enrolled will be subject to the jurisdiction of any program;
- (6) Whether the licensed verifiable address is subject to the jurisdiction of any program;
- (7) Whether the applicant has in the past failed to meet any requirements of any program; and
- (8) Whether the applicant has done anything to jeopardize the integrity of any program.
