Pesticide containers acceptable for recycling must:

1. (1) Be triple-rinsed or equivalent;
2. (2) Consist of high density polyethylene plastic;
3. (3) Contain no visible pesticide residue inside or outside of the container;
4. (4) Contain no more than 0.5 fluid ounces of clear water;
5. (5) Be delivered without a lid and with paper labels removed from the container; and

6. (6) Have a capacity that does not exceed fifty-five gallons.

   The secretary may authorize the recycling of intermediate bulk container totes if program funding is available.
