The commission shall evaluate a grant application on the following criteria:

1. (1) Compatibility of the district's projects with the plan established by the conservation commission pursuant to SDCL 38-7-5, and the district's long-range plan;
2. (2) Progress on prior projects for which grants have been allocated to the conservation district, the status of progress reports on those projects, and general accomplishments over the past three years;

3. (3) The willingness of people to accept responsibility for resource treatment, long-term management, and long-term maintenance costs.

   Note: Copies of the plan established by the conservation commission may be obtained from the South Dakota Department of Agriculture and Natural Resources, Division of Resource Conservation and Forestry, 523 East Capitol, Pierre, South Dakota 57501-3182.

   A district's long-range plan may be viewed at the local conservation district office.
