The staff of the division shall review the grant applications to ensure compatibility with the South Dakota coordinated soil and water conservation plan, the sponsoring districts' long-range plans, resource management plans, and compliance with this chapter. The staff shall provide their comments and findings to the commission as requested by the commission.
