12 : 02 : 18 : 03 . Policies and procedures for off-season events. The department may adopt policies and procedures related to traffic; camping; advertising; admission; vending; health requirements for animals; stalling of livestock; maintenance of the grounds; and space rental on the fairgrounds during off-season events.
