A person, firm, or corporation owning any building on the fairgrounds must maintain the building. A person, firm, or corporation which owns buildings or material on the fairgrounds and does not have a lease or whose lease has expired must remove them upon the order of the secretary within the time specified or forfeit all claim to them. The secretary may take charge of buildings and materials forfeited and remove them. The secretary may charge the cost of removal to the owner.
