Sections 10:02:01:02 to 10:02:01:07, inclusive, only apply to property purchased by the Department of Transportation. The sale of all real property, except property acquired for highway right-of-way purposes, and personal property and trade fixtures purchased in connection with, or incidental to, the acquisition of highway rights-of-way may be made only after the value of the real property, personal property, and trade fixtures have been appraised by the secretary of the Department of Transportation.
