The commission shall approve a basic training course for certification as a 911 telecommunicator which consists of a curriculum of at least 80 hours of training and includes the following subject areas:

1. (1) Program administration;
2. (2) Communication skills;
3. (3) 911 telecommunicator practices and procedures;
4. (4) Legal aspects; and
5. (5) Human behavior.
