The commission shall certify a law enforcement agency to establish and maintain a reserve unit when the agency implements and maintains the training program required by §§ 2:01:08:03 and 2:01:08:04 and complies with the requirements of chapters 2:01:07, 2:01:08, and 2:01:09.
