The bureau of human resources and administration shall propose network rates annually based on:

1. (1) Network operational costs;
2. (2) Capital assets;
3. (3) Purchases; and

4. (4) Network replacement and expansion plans.

   A host facility shall file its studio site charges with the RDTN annually or 30 days prior to any change. Network rates and site charges must be approved annually by the RDTN. A host facility shall make monthly use rate and studio site payments to the network. Studio reimbursement to a host facility may be direct payment or use rate credit.
