1. A. These regulations are entitled to a liberal construction in the furtherance of the purpose for which the South Carolina Workers’ Compensation Law is intended.
2. B. In doubtful cases, the application of these regulations shall be construed in favor of the injured employee.
3. C. Unless the context otherwise requires, the regulations in this Article shall be construed to apply to all levels of proceedings before the Workers’ Compensation Commission.
