1. A. The Commission shall develop a prospective payment system for outpatient hospital services and services rendered by ambulatory surgical centers.
2. B. Until such time as the prospective payment system is operational the payments for hospital outpatient services and ambulatory surgical centers shall be set by the Commission based on a discount to the provider’s usual and customary charge.
