A. To be considered for selection as a client of the South Carolina Continuum of Care Emotionally Disturbed Children, an application must be submitted which establishes that the child meets the following minimum eligibility criteria:
- 1. be a legal resident of South Carolina;
- 2. have not yet reached his or her eighteenth birthday unless enrolled in a special education program for handicapped pupils;
- 3. be certified as severely emotionally disturbed by a psychiatrist, licensed clinical psychologist or a school psychologist certified by the South Carolina Department of Education;
- 4. have an emotional disturbance which has persisted for at least one year in spite of documented interventions provided in a therapeutic manner;
- 5. have treatment needs which are not being met by the existing service delivery systems and which require a comprehensive and organized system of care;
- 6. consent to, or if a minor, have the informed consent of parent(s) or legal guardian(s) for services and treatment coordinated and delivered by the South Carolina Continuum of Care for Emotionally Disturbed Children; and
- 7. consent to, or if a minor, have the informed consent for the release of information to and by the South Carolina Continuum of Care for Emotionally Disturbed Children.
- B. An independent selection panel will consider those applicants determined to be the most severely emotionally disturbed and select from among them to fill available client slots.
