1. A. Investigations. Upon an investigation initiated by the Office of Regulatory Staff or by request of the Commission, evidence in a proceeding will ordinarily be received in the following order:

   1. (1) Office of Regulatory Staff;
   2. (2) Respondent;
   3. (3) Other parties.

2. B. Applications and Petitions. Evidence will ordinarily be received upon applications and petitions in the following order:

   1. (1) Applicant or Petitioner;
   2. (2) Other parties;
   3. (3) Office of Regulatory Staff.

3. C. Complaint. Evidence will ordinarily be received upon complaints in the following order:

   1. (1) Complainants;
   2. (2) Respondents;
   3. (3) Other parties;
   4. (4) Office of Regulatory Staff.
