The following shall not constitute cause for refusal of service to a present or prospective customer:

1. a. Non-payment for services by a previous occupant of the premises to be served, unless such previous occupant shall benefit from such new service or unless the new occupant benefited from such old service.
2. b. Failure to pay for merchandise purchased from the telephone utility.
3. c. Failure to pay for any non-regulated equipment or services provided by the utility.
4. d. Failure to pay for business service at a different location and a different telephone number shall not constitute sufficient cause for refusal of residential service or vice versa.
