Each electrical utility shall maintain records of the following data, where applicable, for each billing meter for so long as such meter is in possession of the electrical utility and for at least twelve months thereafter.

1. a. Date of Purchase.
2. b. The complete identification-manufacturer, number, type, size, capacity, multiplier and/or constants.
3. c. The dates of installation and removal from service, together with the location, unless otherwise directed by the commission.
