A local planning commission serving three or more political jurisdictions shall not have a membership greater than four times the number of jurisdictions it serves. Up to fifty percent of the members must reside outside the limits of a municipal corporation based on the percentage of population of the area of the commission which lives without municipal corporation limits.
No member of a planning commission may hold an elected public office in the municipality or county from which he is appointed. Members of the commission first to serve shall be appointed for staggered terms as described in the agreement of organization and shall serve until their successors are appointed and qualified. The compensation of the members, if any, shall be determined by the governing authority or authorities creating the commission. Any vacancy in the membership of a planning commission shall be filled for the unexpired term in the same manner as the original appointment. The governing authority or authorities creating the commission may remove any member of the commission for cause after written notice and public hearing.
