All actions and proceedings for review under Articles 1 through 13 of this chapter, and all actions or proceedings to which the Commission or the State or any of its governmental agencies may be parties and in which any question arises under Articles 1 through 13 of this chapter or under or concerning any order or decision of the Commission thereunder shall be given priority of hearing in all courts over all other civil causes except election cases irrespective of position on the calendar.
