In any proceeding to review any order or decision of the Commission a transcript of the testimony taken, together with all exhibits or copies thereof introduced, and of the pleadings, records, proceedings and orders (which shall be accompanied by any opinion or memorandum of the Commission concerning them) in the case shall constitute the record on the review and no new or additional evidence shall be introduced in the court of common pleas.
