Any person violating the provisions of this chapter is deemed guilty of a misdemeanor and upon conviction must be fined:

1. (a) Not less than one hundred dollars for a first offense;
2. (b) Not less than five hundred dollars for a second offense;
3. (c) Not less than one thousand dollars for a third or subsequent offense.
