Any person violating any of the provisions of this article or any of the rules or regulations adopted and promulgated under the authority thereof shall be guilty of a misdemeanor and shall, upon conviction, be subject to a fine of not less than ten nor more than one hundred dollars or imprisonment for not more than thirty days.
