Every motor vehicle, boat, or other transporting device owned, leased, or controlled by the permittee and used in the business of aquaculture must have attached to it conspicuously a decal in a manner prescribed by the department. This section does not apply to businesses who are solely common carriers, shippers, distributors, or retailers.
