If a person has in his possession or at his facility a striped bass not certified by the department as to the genetic strain approved for use in this State or a hybrid not approved for use in this State, the species must be destroyed at the discretion of the department. The possessor is responsible for the cost and liability for the destruction and disposal of the illegal product. No striped bass or hybrid may be placed or released into waters of the State without a permit issued by the department.
