1. (a) No county or municipality may authorize the construction of, and no person may construct, a tall building or structure on any protected mountain ridge.
2. (b) No county or municipality may authorize the providing of the following utility services to any building or structure constructed in violation of subsection (a) of this section: electricity, telephone, gas, water, sewer, or septic system.
