The following words and phrases, as used in this article, shall have the following meanings, unless the context otherwise requires:

1. (1) "Livestock" includes neat cattle, horses, mules, asses, hogs, sheep and goats; and
2. (2) "Owner" and "stock owner" mean any person who owns livestock.
