No person shall use or apply lead base substances:

1. (a) To toys, furniture, cooking, drinking or eating utensils or the interior or exterior surface or fixture of any dwelling, dwelling unit or child care facility.
2. (b) In or upon any fixtures or other objects used, installed or located in or upon any exposed surface of a dwelling, dwelling unit or child care facility or intended to be so used, installed or located.
