Issuance of Limited Permits for Work by Children

9.1 Authority
- A. R.I. Gen. Laws § 28-3-3 directs the Department of Labor and Training to promulgate regulations setting forth the content, cost, and funding for a training program for youth ages fourteen (14) and fifteen (15) who are seeking a special limited permit to work.
9.2 Contents
- A. The training program for youth ages fourteen (14) and fifteen (15) shall consist, at minimum, of modules on workers’ rights, workplace health and safety, and workers’ compensation, and such modules shall contain information of sufficient accuracy, detail, and breadth to ensure such youth gain a comprehensive understanding of their rights, responsibilities, and resources as members of the workforce.
9.3 Cost
- A. The cost of the training program may be determined periodically by the Director of the Department of Labor and Training and shall be fixed until subsequently redetermined; provided, however, that at no time shall a youth participant be charged any amount for obtaining or participating in the training program.
9.4 Funding
- A. Funding for the creation, renewal, or procurement of the training program shall be established through a procurement process of the Department of Labor and Training or the Governor’s Workforce Board.
