1. (1) A lease, although subject to this chapter, is also subject to any applicable:

   1. (a) Certificate of title statute of this state, including, without limitation, the Motor Vehicle Certificate of Title Act, § 31-3.1-1, et seq., and the Uniform Boat Title Act, § 46-22.1-1, et seq.;
   2. (b) Certificate of title statute of another jurisdiction (§ 6A-2.1-105); or
   3. (c) Consumer protection statute of this state, including the Rhode Island Rental Purchase Agreement Act, § 6-44-1, et seq., or final consumer protection decision of a court of this state existing on the effective date of this chapter.
2. (2) In case of conflict between this chapter, other than §§ 6A-2.1-105, 6A-2.1-304(3), and 6A-2.1-305(3), and a statute or decision referred to in subsection (1), the statute or decision controls.
3. (3) Failure to comply with an applicable law has only the effect specified therein.
