1. (a) The board shall:

   1. (1) Advise the department in all matters relating to this chapter;
   2. (2) Prepare the examinations required by this chapter for the department; and
   3. (3) Assist the department in carrying out the provisions of this chapter.
2. (b) The department shall be guided by the recommendations of the board in all matters relating to this chapter.
