1. (1) Demonstrate the ability to accomplish the project;
2. (2) Compliance with any applicable element of the state estuary and coastal habitat restoration strategy; and
3. (3) Successful completion of an estuary and coastal habitat restoration application as developed by the technical committee, and a favorable recommendation of grant assistance from the technical committee to the council.

In order to be eligible for direct grant assistance from the fund, applicants must demonstrate all of the following:
