R.I. Gen. Laws § 45-27-1 (2026)
(a) The authority has power to issue bonds, from time to time in its discretion, for any of its corporate purposes. The authority also has power to issue refunding bonds for the purpose of paying or retiring bonds previously issued by it. The authority may issue types of bonds that it may determine, including (without limiting the generality of the foregoing), bonds on which the principal and interest are payable from income and revenues of the authority and from grants or contributions from the federal government or another source.
