1. (a) The superior court shall have jurisdiction to restrain and enjoin any employer from engaging in business as an employer in this state without a registration or registrations or after a registration has been suspended or revoked.
2. (b) The director may institute proceedings to prevent and restrain violations of this chapter as provided in subsection (a).
