1. (1) “Department” means the department of environmental management of the state of Rhode Island.
2. (2) “Director” means the director of environmental management of the state of Rhode Island.
3. (3) “Secretary of agriculture” means the secretary of agriculture of the United States.
4. (4) “Soil conservation and domestic allotment act” means the federal soil conservation and domestic allotment act, 16 U.S.C. § 590a et seq.
