73 Pa.C.S. § 6704
A township may construct or purchase facilities to manufacture electricity by hydroelectric generation. A township may purchase a hydroelectric generating facility at the price agreed upon by the township and the person, partnership or a majority of the stockholders of a corporation that owns the facilities.
